Chinese Immigrants Report 2018

The Globalization Think Tank (CCG), the Social Sciences Literature Press, and the Development Research Institute of Southwestern University of Finance and Economics jointly released the “International Talent Blue Book: China International Migration Report (2018)”. The report was edited by Dr. Wang Huiyao, Director of the Globalization Think Tank (CCG), and Dr. Miao Lu, Deputy Director and Secretary-General, edited by the Globalization Think Tank (CCG) and the Development Research Institute of Southwestern University of Finance and Economics, and published by the Social Sciences Literature Press.

“International Talent Blue Book: China International Migration Report (2018)” consists of four parts: general report, China chapter, regional chapter and special topic. From a diverse perspective, the report comprehensively combs and conducts in-depth research on the immigration status and policy orientations of major Western countries in the world, China’s new immigration policies and governance methods, and further analyzes global immigration policy trends and China’s role in global immigration management. The role of international migration, international migration and talent flow are closely related issues.

The report pointed out that in recent years, the development trend of international immigration has gradually shown several characteristics: the number of international immigrants has increased, the region is relatively concentrated, but the mobility has declined; the rise of populism in European and American countries, the Brexit process has negatively affected the attractiveness of British talents; Economic development stimulates short-term migration; immigration flows are diversified, especially in large-scale immigration flows, where migration motives are highly mixed; although the United States and the United Kingdom continue to raise the threshold for investment immigration, they have specifically formulated to attract entrepreneurs to emigrate In order to increase the population size, Singapore has relatively relaxed immigration planning, and Canada has combined with international education strategies to increase the number of high-quality immigrants.

Chinese international immigrants present the following characteristics: the proportion of international immigrants in mainland China in the total population is still the lowest in the world; China is the second largest inbound country of remittances, the fourth largest source of immigrants, and the fourth largest (2016) and the fourth largest The top five (according to incomplete statistics in 2017) remittances abroad; from 2008 to 2017, 13 batches of China’s “Thousand Talents Program” have attracted more than 7,000 talents. Under the guidance of the “Thousand Talents Program”, 53,900 high-level talents and overseas students have been introduced across China. Especially in China’s first-tier cities, a large number of professional talents in various fields have gathered; China is constantly growing from a source country of international immigrants to a destination country of international immigration with continuous improvement in governance methods and mechanisms, and foreigners are also “coming to China to pursue dreams”. Increasing trend; the growth rate of Chinese immigrants has slowed down, and the number of immigrants from the United States, Canada, Britain, Germany and China has continued to decline; a “talent war” has been launched across the country, and the competition for international talents is an important focus when competing for talents; the growth rate of overseas travel The rate of change is much higher than that of inbound tourists, and the deficit in inbound tourism is obvious; the tightening of visa and immigration policies in Western countries has slowed down the growth of China’s study abroad, and the growth of studying in China has increased rapidly; the areas along the “Belt and Road” have also become China’s standardized immigrants The important flow to the region; the establishment of the National Immigration Administration, the management of local foreign personnel and the governance of the international community have reached a new level.

全球化智库(CCG)与社会科学文献出版社、西南财经大学发展研究院联合发布《国际人才蓝皮书:中国国际移民报告(2018)》。报告由全球化智库(CCG)主任王辉耀博士、副主任兼秘书长苗绿博士主编,全球化智库(CCG)和西南财经大学发展研究院共同编著,社会科学文献出版社出版。

《国际人才蓝皮书:中国国际移民报告(2018)》由总报告、中国篇、区域篇和专题篇四部分组成。报告以多元视角,对世界主要西方国家的移民现状与政策取向、中国的移民新政与治理方式等丰富内容的全面梳理与深入研究,从而进一步解析全球移民政策趋势、中国在全球移民管理中所扮演的角色、国际移民与人才流动等紧密相关的议题。

报告指出,近年来,国际移民发展趋势逐渐呈现出几个特征:国际移民数量增加,所在区域相对集中,但流动性下降;欧美国家民粹主义兴起,脱欧进程使英国人才吸引力受到负面影响;经济发展刺激短期迁徙;移民流动形式多元化,尤其在大规模移民流中,迁徙的动机具有很强的混合性;美国与英国虽然不断加高投资移民的门槛,却特别制定了吸引企业家移民的政策与规则;新加坡为增加人口规模相对放宽移民规划,加拿大结合国际教育战略增加高素质移民的数量。

中国国际移民则呈现以下特点:中国大陆地区国际移民占总人口比重仍是世界最低;中国是第二大侨汇汇入国,第四大移民来源国,并成为第四大(2016年)、第五大(根据2017年不完全数据统计)侨汇汇出国;从2008年到2017年,我国13批次的“千人计划”,目前共引进人才7千余人。在“千人计划”的引领下,中国各地引进高层次人才、留学人才5.39万。尤其在中国的一线城市,聚集了大量的各领域专业型人才;中国在不断从国际移民来源国,成长为治理方式与机制不断进步的国际移民目的国,外国人“来华逐梦”也呈现上升趋势;中国移民迁出量增速放缓,移民美加英德中国人数连续下降;全国各地掀起“人才争夺战”,各地在争抢人才时将争夺国际人才作为重要着眼点;出国游增长速度远高于入境游客的变化速度,入境旅游赤字明显;西方国家签证、移民等政策收紧,使得中国出国留学增速放缓,来华留学增长迅速; “一带一路”沿线地区也成为中国规范移民的重要流向地区;成立国家移民管理局,地方外籍人员管理与国际社区治理迈上新台阶。
